PENGARUH BUDAYA KEPATUHAN TERHADAP KUALITAS LAYANAN, AKUNTABILITAS, DAN TRANSPARANSI DENGAN DIMEDIASI EFEKTIVITAS INFORMATION TECHNOLOGY GOVERNANCE
ABSTRACT
The purpose of this study is to test the perception of officials of the
Government of the District of Karanganyar about the association of culture of
compliance in information technology (IT) to the quality of services, accountability,
and transparency through effective IT governance (ITG) as a variable of mediation.
This type of research is quantitative with primary data sources as the
dissemination of questionnaires. This research population covers the entire SKPD
that exists in Karanganyar district. Sampling is a purposive sampling technique
with a sample of 70 respondents who are officials of the Karanganyar District
Finance Agency who are involved in e-government implementation. This study uses
data analysis techniques such as Structural Equation Modeling-Partial Least
Square (SEM-PLS).
The results of this study prove that a culture of compliance has a positive
impact on the effectiveness of IT Governance. IT Governancing is able to mediate
the influence of a Culture of Compliance on the quality of service. IT governance
is capable of mediating the impact of the culture of conformity on accountability.
Quality of service has a positive effect on accountability, while accountableness
has no effect on transparency.
